Introduction
The aim is to do test import of customers on ASTPP having special characters in the names, lastnames, addresses and Russian letters.

Testing
I have prepared a file with dummy users to import to ASTPP, those users do not exist.

Importing: Account > Customers > Customers > Import Customers
Select file > Import

At this point already, we can see, at the end of the page, under > Import File Data, that it shows an error where we have special characters.
The line line with ????? is the name in Russian.

After importing, we have the following picture;
- For Russian letters, it uploaded with ?????.
- For special characters in names, lastnames and addresses for other accounts, it just skipped to upload what comes after the special character.
Théodosie > uploaded Th

Jürg > uploaded J

Stäger > uploaded St

Médecin > uploaded M

The same refers to address field.

Now I will create account with special characters in name, lastname, address manually.
And I will create account with Russian letters, again manually.

Manually, it is all right with Russian account.

Same with account having special characters in name, lastname and address:

Conclusion

When creating accounts manually, there is no any kind of issue with special characters or Russian letters.
When doing mass import of customers via CSV file, accounts with Russian letters have ???? and ASTPP simply skips uploading whatever comes after the special character in name or address fields.
