Obligation of Interconnection

Obligation of interconnection is introduced for optimal sharing of universal resources. One who posses universal communication resources is obliged to provide others access to these resources allowing them to transit their communication through elements of its own network. In all interconnection scenarios there is a transiting element. In scope of interconnection: sharing and transiting are two identical terms.

First example, sharing network resources:

Second example, sharing the last mile:

Obviously, when we are speaking of transit, it is necessary to have at least two points of connection. Interconnection is not possible with a single point of connection.
