include rates in the ACD routing

Concerning the integration of rates in the ACD routing project (the 
openser sends a notification email in case of rates modifications).

Do we consider and store the "full rates", which means 4 values (price 
for first interval, next interval, first interval off-peek, next 
interval off-peak) or a simplified version (e.g. a single flag 
indicating if any of these values has changed)?
